@maria.gutierrez16 the fabric is so stretchy if can be both. It just depends where you want it to fall length wise. My girl is tall - about 3.5 feet and we wore at 3 where it hit her right below the calf which is where the stock photo shows but she can still fit this and she’s turning 4 soon.
