Vintage thrift find. Looks handmade. No tags for size so I'm guesstimating. Adjustable tie straps at shoulders and elastic band at front and back top make it pretty flexible for sizing.
Measurements:
Top to bottom (not counting strap): 22 inches, strap adds another 3-5
Under armpit: 10.5 inches across
Waist band (which sits high): 12.25 inches across
Such a cute, summery, pretty pattern!
