@floridianjenn from shoulder to bottom snap approximately 21” has some stretch. Waist, measured at seam of where the skirt starts, approximately 11”, has some stretch.

Size 4T-5T. Such a well made costume from Gymboree. One piece teal colored velvet body suit with snap bottom and petal organza/tulle. Petal detail on shoulders. Peacock tail is placed over the shoulders like a back pack.(note that I have put a knot on the straps to fit more snug and can be undone). Shine and glitter detail is amazing. (Glitter does not flake off) Satin covered matching headband included.
