We only wore one time and I’m pretty sure she wore while in size 80 Hanna and 18-24 baby Boden but I don’t remember the fit. Frugi tends to run generous but since you can cross the straps you could wear at 18m but then uncross if you need more room. Definitely not small.

Frugi tiered twirl tank dress with rainbow and sunshine appliqué and color lock mixed print skirt size 18-24 months. Organic cotton and great quality! Double button holes on straps for longer wear. Can be worn straight or crossed for custom fit. I think we bought new and wore once so very little wash wear but there is a loose red thread on the red part of the rainbow (see pic) can be trimmed.
