Brand new, only taken out of packaging long enough to take the photos. Does not come with tags. We have a few too many Valentines Day outfits and need to purge a few of them. This one is beautiful with a black background featuring Valentine phrases and symbols in different shades of pink, red, and white. It has a scooped neckline with bell sleeves and scalloped ruffled bottom. Sleeves and bottom are trimmed in beautiful red knitted lace pattern. It is sized Medium which equals 3T-4T and depending on height of child could be worn as a dress or tunic style top. I would even say a 2 year old could wear it definitely as a dress.
