These look like a skirt, but have the shorts built in. This pair is by Max & Mini. The second item is a very pretty tiered skirt in a beautiful deep pink by the Children's Place. This skirt has built in bloomer/diaper cover and has snap closures at the crotch for easy potty time or diaper changes, depending on the stage of your little one.
